Chunk asks us to imagine a conversation lasting some known amount of time. He states so as to, given the natural world of verbal communication, present are a limited number of syntactically and grammatically correct sentences that can be used to start a conversation. As of this follows the point so as to there is a limit to how a lot of correct responses can be made to this first sentence, and then again to the second sentence, and so on until the conversation trimmings. Block then asks us to picture a computer which had been programmed with all these sentences.

Although the number of sentences necessary for a 30 minute conversation is said to be better than the number of particles in the universe, it is clear that such a machine could at smallest amount logically live (this makes for a only theoretical argument which can't be applied in practice). From this, Block leads us to observe that such a machine could continue a chat by means of a person on some topic, because the computer would be automatic by means of every verdict that it was possible to use. On this foundation, the computer would be clever to pass the Turing examination despite the information (according to Block) so as to it was not clever. Block says so as to this does not demonstrate that present is merely one right internal structure intended for generating intelligence, but just that some interior structures do not generate intelligence. The quarrel is alike to John Searle's Chinese Space.
